71. The great distance of Hongkong from the seat of the Imperial Court lays & excites an interest in the Central departments of China, requiring our having a British Minister resident at Pekin – with an Attendant Ship of war in the Province unless we had Chusan for Residence.

5th The Imperial Court desires to restrict the residence of Europeans to as few places as possible out of the Main land. In consideration of obtaining Chusan, the English might consent to limit their residence to Foochoo or some other port (if indispensable to the attainment of our object).

There are several other points which can only be discussed verbally, but it is confidently felt that if the above five points were properly explained by the Envoy to the Imperial Court, Chusan would be conceded to England.
