71. The great distance of Hongkong from the seat of the Imperial Court lays & excites an interest in the Central departments of China, requiring our having a British Minister resident at Pekin – with an Attendant Ship of war in the Province unless we had Chusan for Residence.
3rd By the possession of Chusan fewer of our people would require to settle & establish themselves on the Main land, abundant scope being thus afforded for British energy, enterprise and industry; there would be no possibility of Continental Aggressions, such as are likely to be the case when the English find themselves cooped up in a small, barren, unhealthy rock, without trade & devoid of any of the advantages which render life useful and agreeable.
4. The English are deprived of free ingress & egress to and from the City; neither are they able to dwell in cool, healthy places in the Country, nor to exercise, but they are confined to a few feet of ground in the unhealthy, barren Island, subject to daily insult from the Chinese. All this is contrary to treaty. We might consent to waive the right of permanent Residence in the City of Canton, in consideration of obtaining this.
5th The Imperial Court desires to restrict the residence of Europeans to as few places as possible out of the Main land. In consideration of obtaining Chusan, the English might consent to limit their residence to Foochoo or some other port (if indispensable to the attainment of our object).
There are several other points which can only be discussed verbally, but it is confidently felt that if the above five points were properly explained by the Envoy to the Imperial Court, Chusan would be conceded to England.
